Building Quality & Safety Certificate, what is it?

Got a Dubai Municipality notice for your building? We’ll take it from here.

If your building was completed 20 or more years ago, Dubai Municipality now requires it to hold a Building Quality & Safety Certificate. A notice can feel overwhelming, but you don’t have to work out the process alone.

At Bainona Engineering Consultancy, we handle the engineering side from start to finish, so you can focus on your property and your tenants:

  • Inspection: our engineers visit your building and assess its key structural elements.

  • Clear findings: you get a straightforward report on what’s in good condition and what needs attention.

  • Practical solutions: where repairs or strengthening are needed, we design cost-effective fixes that work around your building’s day-to-day operation.

  • Submission: we prepare and submit everything through Build in Dubai and follow up until Dubai Municipality approves it.

With more than 1,000 building assessments completed across the UAE, we know what the authorities expect and how to get you there quickly.

Not sure whether this applies to you?

The requirement covers existing buildings completed 20 or more years ago, including those in private development areas and free zones. Dubai Municipality is rolling it out in phases, starting with multi-storey buildings. You only need to apply once you receive an official notice, but preparing early saves time, stress and unexpected costs.

Getting started is simple:

Send us your Dubai Municipality notice, your Completion Certificate and any structural drawings you have. We’ll review them and tell you exactly what your building needs, with no surprises.

Building Safety Assessment & Compliance Services

Document Review & Desk Study

We review the building’s as-built drawings, permits, previous reports and maintenance records to understand its history and define the assessment scope.

Visual Inspection & Defect Mapping

Our engineers inspect the building thoroughly and record every defect, such as cracks, spalling, corrosion or water leakage, on detailed defect maps with photographs.

Material Testing & Investigation

We carry out non-destructive and laboratory tests to measure concrete strength, durability and the condition of the reinforcement.

We analyse the findings to evaluate the building’s structural safety. We then issue a clear technical report with risk classifications and recommended repairs.

Frequently Asked Questions

  • Existing buildings that reach 20 years of age must obtain it, counted from the date of their Completion Certificate. The law applies across Dubai, including private developments and free zones.

  • It is valid for 10 years for buildings under 40 years old, and 5 years for buildings aged 40 or more. It must then be renewed.

  • It is the certificate issued under the Department of Municipalities and Transport’s (DMT) Building Occupancy and Legalisation Certificate Programme. It confirms that a building meets the required standards for structural stability, health and safety, and is suitable for occupancy.

From a structural perspective, the assessment process is the same as for Dubai’s Building Quality & Safety Certificate. The only difference is the authority responsible for issuing the certificate: Dubai Municipality in Dubai, and the Department of Municipalities and Transport (DMT) in Abu Dhabi.

  • For both certificates, the following must be completed:

    • reviews the building’s records

    • inspects the building and maps its defects

    • carries out material testing

    • evaluates the structure

    • issues a technical report with recommended repairs

  • Typically the as-built drawings, building permit, Completion Certificate, previous assessment reports and maintenance records. In Abu Dhabi, you also need clearances for fire safety, gas, water and plumbing, and HVAC systems.

  • The repairs recommended in the technical report must be completed before the certificate is issued. The authority checks that every listed defect has been fixed.

  • First we shall search the Dubai Municipality archives to see if they are available, once confirmed that there are no drawings in the municipality archives then we can carry out site surveys and investigations to document the building’s current condition, and prepare the drawings needed for the submission using the industries latest scnaning technology.

  • We can typically begin a project as soon as all necessary agreements, documentation, and approvals are in place. After our initial consultation and project scope discussion, we’ll develop a detailed plan and timeline. Depending on the complexity, we aim to begin the project promptly while ensuring all groundwork is completed efficiently.
